to transmit to you, to br laid before Jecretary Sir William Joynson-Hicks, the accompanying copy of a telegram from the Governor of Hongkong, requesting that a Removal Order may be issued, under the Colonial Prisoners Removal Act of 1884, for the removal from Hongkong to the United Kingdom of prisoner Gunner James Element, under sentence of imprisonment with hard labour for three years for the crime of attempted rape.

It will be observed that it is desired that this prisoner should be removed to this country on board the troopship "Derbyshire" which is due to leave Sp Hongkong on the 19th November, and I am to request that Mr. Amery may be informed with as little delay as
